Citizens uses independent field adjusters for Michigan residential claims. An adjuster will contact you within a few business days to schedule an inspection.
The adjuster inspects all affected surfaces. Phase III recommends having a licensed contractor present to document damage the adjuster may not identify from ground level.
Citizens generates a damage estimate using Xactimate software. This line-item estimate is the basis of your settlement — every line item matters.
If the initial estimate under-represents damage, a supplement can be filed with additional documentation. Phase III handles this process on your behalf.
Once approved, Citizens issues payment (ACV upfront, RCV upon completion if your policy allows). Phase III coordinates directly with Citizens throughout.
Citizens Insurance uses Xactimate — the industry-standard estimating software — to calculate your claim settlement. Xactimate prices each repair line by line: roofing materials, labor, disposal, overhead, and profit. The accuracy of this estimate depends entirely on what the adjuster documented during inspection. Missing line items, incorrect measurements, or omitted surfaces can reduce your payout significantly. Phase III reviews every Citizens Xactimate estimate and identifies gaps before they cost you money.
We document every surface affected by the storm: roof, siding, gutters, windows, and HVAC. Our reports are organized the way Citizens' adjusters and Xactimate need them.
We attend the Citizens adjuster inspection and walk every surface with them. Damage missed at inspection is damage not paid.
We read Citizens' Xactimate line-by-line and identify missing line items, wrong measurements, and omitted materials before you accept a settlement.

An ACV policy pays the depreciated value of your damaged property at the time of loss. Depreciation accounts for age, wear, and condition. ACV policies typically carry lower premiums but result in smaller initial settlements. With an ACV policy, the depreciation amount is withheld and not recoverable.
An RCV policy pays the full cost to repair or replace damaged property with like-kind materials at current prices. Citizens issues an initial ACV payment, then releases "recoverable depreciation" once repairs are completed and documented. Phase III coordinates the final documentation Citizens needs to release your full RCV payment — this step is critical and often missed.
