How the Citizens Insurance Claim Process Works in Michigan

Citizens Insurance uses a defined claim workflow for residential storm and hail damage in Michigan. Understanding each step puts you in the best position to receive a fair settlement.

01
File Your Claim

File online at mycitizens.com or call 1-800-Citizens. Have your policy number, date of loss, and description of damage ready. You'll receive a claim number immediately.

02
Independent Adjuster Assigned

Citizens uses independent field adjusters for Michigan residential claims. An adjuster will contact you within a few business days to schedule an inspection.

03
Field Inspection

The adjuster inspects all affected surfaces. Phase III recommends having a licensed contractor present to document damage the adjuster may not identify from ground level.

04
Xactimate Estimate Issued

Citizens generates a damage estimate using Xactimate software. This line-item estimate is the basis of your settlement — every line item matters.

05
Approval or Supplement

If the initial estimate under-represents damage, a supplement can be filed with additional documentation. Phase III handles this process on your behalf.

06
Payment and Repairs

Once approved, Citizens issues payment (ACV upfront, RCV upon completion if your policy allows). Phase III coordinates directly with Citizens throughout.

What to Expect from Citizens' Xactimate Estimate

Citizens Insurance uses Xactimate — the industry-standard estimating software — to calculate your claim settlement. Xactimate prices each repair line by line: roofing materials, labor, disposal, overhead, and profit. The accuracy of this estimate depends entirely on what the adjuster documented during inspection. Missing line items, incorrect measurements, or omitted surfaces can reduce your payout significantly. Phase III reviews every Citizens Xactimate estimate and identifies gaps before they cost you money.

Citizens Documentation Requirements for Roofing Claims

  • Manufacturer spec sheet for affected roofing materials
  • Aerial measurement report (EagleView or similar)
  • Organized photo set by surface (roof, siding, gutters, windows)
  • Date-of-loss weather verification (hail size, wind speed)
  • Contractor's scope of loss aligned with Xactimate codes
  • Supplement letter with line-item justification

What Phase III Construction Handles for Citizens Policyholders

Inspection & Documentation

We document every surface affected by the storm: roof, siding, gutters, windows, and HVAC. Our reports are organized the way Citizens' adjusters and Xactimate need them.

Adjuster Meetings

We attend the Citizens adjuster inspection and walk every surface with them. Damage missed at inspection is damage not paid.

Xactimate Review

We read Citizens' Xactimate line-by-line and identify missing line items, wrong measurements, and omitted materials before you accept a settlement.

Supplement Filing

If Citizens' estimate is incomplete, we prepare and file a supplement with full documentation. Most of our Citizens clients receive supplements.

Manufacturer Spec Compliance

Citizens frequently requires manufacturer spec sheets on roofing claims. We supply all required documentation upfront to avoid delays.

Repairs & Final Closeout

We perform all approved repairs with licensed crews, then handle the final documentation Citizens needs to release recoverable depreciation.

Your Rights as a Michigan Homeowner

Michigan law gives you — the policyholder — the right to choose your own licensed contractor for insurance-paid repairs. Citizens Insurance cannot require you to use their preferred vendors or network contractors.

You have the right to:

  • Hire any licensed Michigan contractor
  • Request a copy of the Xactimate estimate
  • Dispute a settlement through the Citizens supplement process
  • Invoke the appraisal clause in your policy if a dispute cannot be resolved

Understanding Your Citizens Policy: ACV vs. RCV

Option A

Actual Cash Value (ACV)

An ACV policy pays the depreciated value of your damaged property at the time of loss. Depreciation accounts for age, wear, and condition. ACV policies typically carry lower premiums but result in smaller initial settlements. With an ACV policy, the depreciation amount is withheld and not recoverable.

Option B

Replacement Cost Value (RCV)

An RCV policy pays the full cost to repair or replace damaged property with like-kind materials at current prices. Citizens issues an initial ACV payment, then releases "recoverable depreciation" once repairs are completed and documented. Phase III coordinates the final documentation Citizens needs to release your full RCV payment — this step is critical and often missed.

Citizens Insurance Storm Damage FAQ — Michigan Homeowners

File online at mycitizens.com or call Citizens' claims line at 1-800-Citizens. Have your policy number, the date the damage occurred, and a description of affected areas ready. Citizens will assign a claim number and schedule an independent field adjuster to inspect your property. Phase III recommends contacting us before the adjuster visit so we can be present and document damage alongside them.
Citizens typically assigns an independent adjuster within a few business days of your claim filing. The Xactimate estimate is usually issued within one to two weeks of the field inspection. Supplement reviews add additional time — typically two to four weeks per supplement cycle. Having complete documentation upfront is the most effective way to keep your Citizens claim moving without unnecessary back-and-forth.
A low initial estimate from Citizens is common. Citizens' field adjusters cover many claims and may not document every damaged surface or line item during the initial inspection. You have the right to contest the estimate through Citizens' supplement process. Phase III reviews your Xactimate estimate, identifies missing or incorrect line items, and prepares a documented supplement on your behalf. Most of our Citizens clients recover additional funds through supplements.
Yes. Citizens is known in Michigan for detailed documentation requirements on roofing claims. They commonly require manufacturer spec sheets for the affected roofing materials, an aerial measurement report (such as EagleView), photos organized by surface, and a scope of loss that aligns with Xactimate codes. Phase III supplies all of this as standard practice — missing documentation is one of the most common reasons Citizens delays or reduces a roofing claim.
A supplement is an amended claim submitted after Citizens issues its initial Xactimate estimate. It documents damage or line items that were missed, priced incorrectly, or excluded from the original estimate. Phase III prepares supplements with line-item justification, updated measurements, and supporting photos. Citizens reviews each supplement and issues a revised settlement if the documentation supports it. This is a normal, expected part of the Citizens claim process — not a dispute.
No. Michigan law gives you the right to choose your own licensed contractor for insurance-covered repairs. Citizens cannot require you to use their preferred vendors or network contractors. Your contractor of choice must be properly licensed — Phase III holds Michigan GC license #262000615.
If your Citizens policy is an RCV (Replacement Cost Value) policy, Citizens initially pays you the ACV (actual cash value) — the depreciated value of your property. The remaining amount — called recoverable depreciation — is held back until repairs are completed. Once Phase III completes your repairs, we provide Citizens with the required documentation (final invoice, photos, completion certification) to release the withheld depreciation. This final step is critical — many homeowners leave this money unclaimed because they don't know to request it.
